Quebec leads the Charge for the Right to Repair

The Automotive Industries Association of Canada (AIA Canada) has taken an active part in the Government of Quebec’s regulatory consultations related to the issue of the right to repair in the automobile sector.
Quebec is currently the leading province on the matter, having adopted a law (Bill 21) in the fall of 2023 promoting the right to repair and protecting consumers against planned obsolescence, while supporting durability, repairability, and maintenance of goods. This law is scheduled to come into effect on October 5, 2025.
The draft regulation under discussion is one of the most significant resulting from this legislation. It focuses on access to tools available for vehicle repair and maintenance and aims to limit the exceptions that allow automobile manufacturers to restrict access to the data needed for the repair, maintenance, and replacement of vehicle parts.
Although this progress in Quebec represents a significant victory and other provinces are looking to follow suit, federal legislation remains the best solution to ensure a uniform and fair framework for the entire automobile industry in Canada. That is why it is crucial to continue defending this cause at the national level.
AIA Canada broadly supports the spirit of the draft regulation and welcomes the progress it represents. However, the association recommends:
Increased vigilance regarding the definition of reasonable timelines and costs for access to repair tools and data.
Vigilance to ensure that cars remain included in any regulation implementing the law.
An explicit guarantee that diagnostic and repair information belong to vehicle owners and must be accessible to independent repairers.
Strict limitation of the exceptions cited to restrict repairability, with a requirement for detailed justification.
Maintenance of the October 5, 2025, effective date without any delay.
